West Village Neighborhood Council was first organized in 1999 by a group of new neighbors. Though no one had prior experience in this type of organization everyone shared a concern for a safe and clean neighborhood to live in and raise families. It was learned that the City of Oxnard had a Neighborhood Services department whose purpose was to support neighborhoods in the city that wished to organize in this way. So this inexperienced but well-intentioned group of residents took a few steps forward, and occasionally a step or two back, and progressed to the organization we have today.

Annual Neighborhood Clean-up days
Yard Sale Fundraisers
Summer Block Party
Fall Festival and Halloween Parade
CERT Training
Annual Holiday Potluck

Another role of a neighborhood council is presenting a unified voice to the Oxnard City Council in matters that impact the neighborhood. The Indian gaming issue and the building of apartments in the neighborhood are only a couple of examples of times this neighborhood has organized and voiced its opinion to the Council.
